If you are applying to establish a commercial entity or to modify its business scope through the Shenzhen Administration for Market Regulation’s online registration system, please click the “经营范围标准填报” (Standard Business Scope Entry) button. In the pop-up window, please enter keywords to search for the sectors of your business operation, select them, and confirm your choices. If any of the selected business items require special permits, the system will automatically indicate the responsible approval authority and required documents. For foreign-invested enterprises, the business scope can refer to the Special Administrative Measures (Negative List) for the Access of Foreign Investment (2024) and the Free Trade Zone Special Administrative Measures (Negative List) for the Access of Foreign Investment (2021).
If your business scope includes “international freight forwarding,” the following minimum registered capital requirements apply: (1) For maritime international freight forwarding: Minimum registered capital of RMB 5 million. (2) For air international freight forwarding: Minimum registered capital of RMB 3 million. (3) For land international freight forwarding or international express delivery: Minimum registered capital of RMB 2 million. (4) If the enterprise operates in more than one of the above business categories, the highest applicable capital threshold shall apply. (5) Additionally, for each branch engaged in international freight forwarding, the company must increase its registered capital by RMB 500 thousand.
If a newly established enterprise operates at a physical business address in Qianhai, the company is required to contact the property management of the premises in advance to access the Qianhai local enterprise information system at: //qhsk.shenbocn.com/tydz/#/login and register the enterprise’s information, including reporting the actual business address. Please note that the tenant of the address entered into the system must be either the company’s legal representative, a shareholder, or the company itself.
